After the emergence of COVID 19 the world is facing a chip shortage. This is not only relevant for the Semiconductor Industry, but also for supply chains containing semiconductors. This global, geostrategic challenge could worsen with ripple effects coming from the Russian attack on the Ukraine.

Delays of CO2 savings - able to be reached with high highly energy efficient and energy saving semiconductors - in products due to chip shortage and other disruptions have to be mitigated.

From previous Dagstuhl Seminars and research in the field of Modeling and Solutions for Decision-Making in Semiconductor Supply Chain and Supply Chains containing semiconductors an excellent base for innovations is given supplemented by guests and the participants

The semiconductor industry is capital intensive. The manufacturing process is very complex due to reentrant flows in combination with very long cycle times and multiple sources of uncertainty. This challenge is extended to the supply chain, where for many players there supply chain is considered as one global virtual factory. Well studied shop-floor control concerns extend now to internal and external supply chain management problems.

The purpose of this working group meeting is to align the supply chain innovation thinking of the largest semiconductor company in Europe with invited international guests in physical presence and hybrid webinar mode on: Customer understanding with Deep Learning approaches Simulation for the end-to-end supply chain to understand the bullwhip and ripple effect as one of the sources for the global chip shortage Understand options for recognizing business cycles early with cause-effect diagrams and system dynamics simulation on top of discrete-event and agent based simulations. Discuss and elaborate the potential Quantum computation could bring to faster and more accurate supply capacity matches for a more stable ATP for order confirmation. Semantic web approaches for seamless data integration as base for AI/DL approaches in semiconductor B2B environment - capturing a priori know how with the semantics Future work force task and upcoming roles on a abstracted level

An expected urgent outcome would be a confirmation, change or finetuning of the 4-steps approach on how to tackle the global chip shortage as drafted during the INFORMS/WSC/MASM conference in Phoenix in Dec 2021. The elements anonymous survey for a true(er) non tactical demand and AI/DL based forecast on this and other demand elements based on the Digital reference, the domain specific semantic web for supply chains and supply chains containing semiconductors as developed in H2020/ECSEL/productive40 and continued in ECSEL SC³ (Semantically connected semiconductor supply chains). The potential change of workforce tasks and thus roles towards generating a base for AI/DL applications, decide when to trust them and the skills needed when the challenge goes beyond the AI/DL capabilities will be discussed and an initial people roadmap will be drawn.

Follow up activities after the Dagstuhl week in EU and German funded projects, the EU Chips act, as well as in associations like the ZVEI, the VDA or the MIT Sloan Hackathon activity towards mitigating the global chip shortage are planned, as well as publishing the outcome in papers, journals and present them in conferences.
